Yes, with AR, however, this is very unstable. If it is not done correctly, it very well could fry your game.

Cloning Pokemon is a very unstable thing to try on your game, even if you do it without using an Action Replay. It requires precise timing because even if you miss the timer by one minute, then you could delete one or several of pokemon. I would advise you to not clone any Pokemon, but sadly most people will not listen to reason. Anyway, if you want to clone your Pokemon without using an Action Replay Ds device, you must have Nintendo WI-FI, and access to the Global Trading Station. Hope this helps.
