You get waterfall from jasmine, she is standing on the north most beach of sunnyshore city.

You can get the HM containing the move waterfall from Jasmine, the sixth gymleader in the Johto Region. Once you are in Sunyshore City just walk north and you should come upon a girl looking into the ocean, talk to her and she will reveal that she is Jasmine and if you have beaten the gym leader there, she will give you Waterfall.

Go to sunyshore city and there will be a girl at the top of the town when you get the badge in that town go to the top where you want to surf up the girl will be on the shore there before you surf.

After you beat the 8th Gym Leader, on the way to victory road the gym leader from G/S/C (Can't remember her name) will give it to you.
