No, since your playing Diamond, not Pearl, it is obtainable WITHOUT the need a an extra game. A Larvitar is available at route 207 using a PokeRadar. At Lv.30 it evolves into Pupitar and at Lv.55, Pupitar evolves to Tyranitar. Pupitar and Tyranitar are only available through evolution.

To be able to get Elekid in Diamond and Pearl, you have to have Fire Red inserted into the GBA slot. And to get Larvitar, you don't have to have any certain game in the GBA slot.

Well, the answer to your question is both a Yes, and a No. Yes as in, you need to have Pokemon Leaf Green inserted into your Game Boy advance slot on your Nintendo DS so that you will run into wild Elekids in the Fuego Iron works. Then there is No as in, No you do not need to have any of game boy advance game inserted into your Nintendo DS in order to find the Pokemon Larvitar. If I remember correctly, you can find him in the grassy areas outside of Oreburgh City while using a Pokeradar which you obtain after receiving the National Pokedex.
If that is not correct, then come ask again, and I will make sure you get the right answer.

You can only get eleckid in pearl not diamond.

You can get both from the pal park but if you can't get them on your other games put your fire red NOT LEAF GREEN in the gameboy advance cartrige then go to fuego iron works.
