The move deleter is located in Canalava City, and if my memory serves me correctly he is in the housee below the Pokemon Centre.

Need to delete some lame HM's or some stupid move eh? No problem, you can find the move deleter in a house in Canalave City. His house will be right there near the entrance, so just search inside the first houses you come across and you should find the old guy soon enough. He must not get a lot of visitors, he can hardly remember his job...'

You can find the move deleter at canalave city, once you find him you need a heart scale to get a move deleted, you can find heart scales under ground, you have to dig for them, hope I helped.
