My friend says when you finish your National Pokedex, you can travel to other regions like Kanto and Hoenn, is this true?

No, this is not ture, but after you recieve the national dex, you can migrate Pokemon from Pokemon emerald, ruby, saphire etc. From pal park (far end of route 224).

You need to go and tell your friend that he needs to stop playing games with you. You cannot venture into any other region besides the one you are exploring, which is Sinnoh. Unfortunately, that means no Kanto, no Hoenn, no Orre, and worst of all...no Johto. Sorry, but that is how it is.

No, the only other places that you can go are new moon and full moon islands, iron island, pal park and fight area.
