Togepi evolves into Togetic by happiness. You can do this by giving it stat boosters, ( protein, carbon, iron, etc. ) giving it massages at the city with the big department store ( sorry I forget the name of the town, I didn't play in a while. )in someone's house, and just plain battling with it. Once it evolves into Togetic, it can evolve again into Togekiss by giving it a shiny stone. Good choice of Pokemon by the way. Togetic is really strong, I have one in my team as well.

Here is a good moveset for Togekiss. It has a very strong special attack but poor physical attack so stay away from physical attacks when using Togekiss.

-Thunder Wave ( to stun your enemies )
-Roost ( To heal yourself while they are paralyzed, but be careful, it'll let you be hurt by ground attacks. )
-Air slash ( Good special attack that has a 30% of making the opponent flinch, 60% if Togekiss has the ability Scenere Grace, which is deadly. Try to avoid Hustle, another ability Togekiss can have, which increases attack, which is not that useful because of it's poor attack stat )
-Aura Sphere ( A good special attack that is strong against ice and rock types, Togekiss's weakness. )

Togepi evolves into Togetic when he has two big hearts on the Friendship Checker app on the Poketch. So, keep training Togepi until he's under that condition. A few hints to help you:

- Have Togepi hold the Soothe Bell [obtained from one of the maids in the mansion on Route 212].
- Keep Togepit in your team; do not deposit him in the PC. Also, if he's in any battles, make sure he never loses.
- Give him some berries that decrease a stat but increase happiness.
- Give him status uppers that reverse the effect of the berries; for instance, if you use a berry that decreases HP but increases happiness, give him a HP Up to increase the HP and happiness.

Chaining these hints together is a very effective way to increase any pokemons' happiness. Once Togepi has two big hearts on the Friendship Checker app on the Poketch, just level him one level [possibly using a rare candy] and he'll evolve into Togetic.

To evolve Togetic into Togekiss, give Togetic a Shiny Stone.

In order to get Togepi to evolve into Togetic, this is what you have to do. Level up Togepi a lot, so that he grows to love you. Feed him proteins, and other kinds of healthy vitamins, that will make him love you more. Go to Veilstone City, and ask the lady to give you a massage, there are plenty of ways to make your Togepi happy.

When Togepi is at it's max level of happiness, level it up some more, and it will evolve into a Togetic. If you want to evolve Togetic into a Togekiss, then all you have to do is give him a Shiny stone. You can find plenty of them in the underground.
