I got to the battle tower and beat it but there are two guys blocking off the rest of the island how do I get rid of them

Well, to get those guys to move and grant you access both north and west of the Fight Area, you have to obtain the National Pokedex.

To do this, you must first see all 150 Pokemon in the Sinnoh Pokedex. This can easily be done by simply battling every trainer you see in the game, with a few exceptions; Azelf, Mesprit, Uxie, and Palkia. You can find Azelf, Mesprit, and Uxie in their corresponding Lakes [Acuity, Valor, or Verity] and you see a picture of Palkia from the old woman in the central house in Celestic Town.

Once you've done that, go to Sandgem Town and go in Professor Rowan's lab and talk to him a bit. Talk to Professor Oak to obtain the National Pokedex [and afterwards, Professor Rowan will give you the Poke Radar].

With the National Pokedex, go beyond the Fight Area and explore the rest of that Eastern Island.

Ahaha, I see that you still have one more task to complete in sinnoh. Do not worry about it, it is a very simple thing to do. All you have to do is go back to Sinnoh, and see all 150 Pokemon in the sinnoh pokedex. After you do that, talk to professor Rowan, and he will give you the national pokedex, then go back to the island, and the people will have been moved
