You get to stark ountain by going left from battle area Pokemon centre, it will take five - ten minutes to get there.

To get Stark mountain, you must have beaten the Elite Four, and obtained the national pokedex from Professor Oak. Once you have accomplished these two tasks, go to SnowPoint City and ride the ferry to the Battle Area. Head east for a while, then north while looking regularly on the map. You should come to Stark Mountain soon enough. Hope this helps.
