Wrong game isn't it? Are you sure that you're not looking for the Pokemon Fire red questions and answers section? What about Pokemon Leaf green?
At the beginning of the game, save the game before you enter the lake area with your rival/friend. Choose a Pokemon to battle with when prompted to, and when it comes out to fight, it might be a shiny pokemon. If it isn't, then you simply reset the game, and try again. That is the only way I can think of without cheating, but it could take forever for this to work.
