You can find a Lapras in any body of water on Victory Road. Victory Road is another name for the Elite Four cave, so I suggest getting the super rod, and going there to fish for it. It is an Uncommon Pokemon, so it may take you a while to find it.

You'll need to have gotten the Super Rod from the Fisherman by the docks in the Battle Zone, then go to Victory Road and fish for it on any body of water. Alternatly, you can trade for it with friends, or via the GTS.

To get Lapras, go to Victory Road. There's a hole near the Exit of Victory Road. There was a person blocking that hole. He should be gone, once you've beaten the Elite 4. Go into it. There should be Multiple Lakes. Surf on one of them. And a Lapras should come up in meantime.
