To get into Stark Mountain, you must have completed the Elite Four Challenge(obviously) and obtained the National Pokedex for Professor Rowan, and Oak. To get the National Pokedex, you have to capture, or see all 150 Pokemon in Sinnoh. If you need help with it, then go to Serebii.net, and find the Diamond, and Pearl Pokedex.

Finish the Pokemon leage and go in the cave close to survival zone

Ok, stark mountain is in the battle zone. Go from the survival area, and go east (right btw) over the water, until you land. Then go north and climb the base to enter the mountain. Be prepared as the wild Pokemon are around the level of the first of the e4.
