Resaiden answered:

You can't get there

v-gamer answered:

Unfortunately, you cannot go to Kanto.

You can, however, migrate Kanto Pokemon from Fire Red and/or Leaf Green.

However, in Diamond and Pearl, you're stuck in Sinnoh.

cheating-is-good answered:

You do not go to Kanto. The only area that you play in is Sinnoh. You cannot goto Kanto, Johto, Hoenn, Ore, or any other region that has been featured in other Pokemon Games.

sk8rboy answered:

No. You cannot get to any other region in Diamond and Pearl. But if you're talking about that area in the top right, you get there by beating the Elite Four and going to Snowpoint City and taking that ship that you see just below Snowpoint City.

Gamez_Freak answered:

You can't go to Kanto, or any other region. You stay in Sinnoh. There are islands off of Sinnoh that you can go to, however.

You can, however, migrate Kanto Pokemon from Fire Red and/or Leaf Green.
