In order to obtain HM05 Defog, you must first go to Pastoria City.
In the northeast corner, there should be a big building. Go in and play the Safari Game. After you entered, talk to a man to your right. He should give you HM05 Defog.

Relax, Defog is not hard to find. You can get the HM for defog from a man in the Safari Zone. As soon as you walk in, talk to one of the men on the right, and he will hand it to you.

You get it from the guy who looks like an Ace Trainer in the Safari Game at Pastoria City. He is one of the 2 close to the entrance. --Gamez_Freak--

You just need to go into the safari zone in pastoria city, talk to the few people right in front of the entrance and one of them will give you defog
