Like Ryannator put so bluntly. The key to your Chancy evolving into Blissey is Friendship. You can make your Pokemon like you more by talking to that lady in VeilStone City, so she can give your Pokemon a massage, or by giving them items like Protein, or Carbos. Or, if you have over seven ribbons, have beat the Elite Four, and have the National Pokedex, then here is a great thing you can do to increase your pokemon's friendship by a lot.
Go to the Battle Island by taking the ferry in SnowPoint City, after you arrive head east, or fly until you are at the rest area. Once you are there, you will see a big building at the top of the town, go there, and head on inside. If you have seven ribbons, then they will let you pass, if not, get some more ribbons and then come back. Go inside, and go on to the second floor, and talk to one of the ladies there, she will give a Pokemon a shampoo. Those are the basic methods to increase your pokemon's friendship with you.

Always keep your Chansey in your party and the more it likes you the better.Because it evolves by Friendly evolution.So just keep raising it and sooner or later it will evolve into Blissey.

As quite a few other people have said, yet poorly explained, Chansey evolves into Blissey through friendship. Here are some hints to getting your Chansey to like you a lot:
- Keep her in your team.
- If in battle, never let her lose.
- Have her hold the Soothe Bell (obtained from one of the maids in the mansion on Route 212).
- Give her items that increase stats (i.e. HP Up, Protein, Carbos, etc.)
- Give her berries that increase happiness but decrease a certain stat. (This will simply eliminate the effects from increasing her stats, however is effective in increasing her friendship.)
- Give her massages (from the lady in Veilstone City, or in the Ribbon Society).
You can keep track of her happiness with you by using the Friendship Checker app on your Poketch; if you click on Chansey and hold down, some hearts should/might appear. If the result is two large hearts, then raise Chansey up one level and you should get Blissey.

To evolve Chansey:Chancey evolves if you get him or her to the max of happiness and give it the soothe bell, if this doesn't work then just wait and after a LONG LONG time, she will evolve into Blissey.
