You can get Aipom by migrating as well. You can get ARs at most all game stores, Walmart, and other big stores like that. ~By the way, for future reference, ask any other questions you may have about Action Replay in the Action Replay forum, where they belong.

You can get a Aipom by migrating one from Pokemon Emerald, or some other third generation Pokemon game. Or. You could use an Action Replay after you buy one, if you buy one. You ca find them at EB games, gamestop, Wal-mart, or any other store that sells Video Games, and Video Game accessories.
The only way to catch Aipom in-game is by spreading some Honey on Sweet Honey Trees and battling him. However, yes he is indeed rare. You're better off migrating him from Emerald, trading from other people who have Aipom, or cheating by using an Action Replay.
An Action Replay can be bought at stores such as GameStop, EB Games, Best Buy, etc. You can also buy it online, which costs extra due to shipping and handling. An Action Replay would cost around 20 American dollars, which could be converted into whatever currency you use and cost an equal amount.
