It's nature has to be beauty for it to evolve. You have to max out it's beauty with pokebloks for it to evolve. After that is accomplished, just raise it one more level.

I do not think that Nature has anything to do with the Evolution of the Pokemon. I know that in order to evolve a feebas into a Milotic, you must max out it's beauty, to do so, you must feed it a lot of poffins. You can make poffins in a shop in Hearthome City.

Just a note to cheating-is-good: when trying to evolve Feebas into Milotic, it's much easier when Feebas has a nature in which it prefers Dry Poffins, which obviously depend on the Nature. When it has a nature when it prefers Dry Poffins, it's beauty stat will increase faster than normal [when fed dry poffins, of course].

For Feebas, I suggest having a Modest Nature; while leveling up, you should notice that it's special attack is very high with this nature, and Milotic can learn some very nice special attacks. So Modest Nature is best for Feebas as a Milotic.
