If you are talking about ethers and elixers then you can buy them at the dept store in veilstone city.

If you are talking about PP ups then you can't buy them because you have to look for them in the little pokeballs wherever.

PP restore items you ask? They do have names, they are ethers, elixirs, max ethers, and max elixir items, and some other items that restore a move's PP. You can but these at the big department store in Veilstone City. First, or second floor.

Items such as PP ups, cannot be bought, because they are rare, and they can only be found. Look around in grassy areas, or in caves, for item pokeballs. If you are lucky, you will stumble upon a item Pokeball that contains a PP up.

These "PP Restores" are called Ether, Max Ether, Elixer, or Max Elixer.

These items are very rare and are found mainly in caves [such as Mt. Coronet Victory Road, or Stark Mountain]. Using the Dousing Machine should give you some results.

Leppa berry restores 10 pp to any move, but they take 16 hours to grow once planted. So start planting them as early as you can.
