Can you get the national pokedex before the elite 4 because someone said you can is that true?

No, you cannot, so no that is a lie, and not the truth. You can get all the Pokemon listed in the Pokedex before fighting the Elite Four , by using an Action Replay Cheating Device. But it will not count as a National Pokedex.

None of you didn't do your research, apparently.
It is possible to obtain the National Pokedex without beating the Elite Four. It's just a very difficult and complicated process; you'll have to trade to get Milotic [and that is not an option]. Spiritomb is very annoying to get.
So is it possible? Yes. Is it easier? Definitely not.
I reccomend that you do beat the Elite Four, see all the Pokemon there is to see, then obtain the National Pokedex.
