You can find a snorunt in almost any area, or cave, with Ice, and or, snow around it. I have encountered some Snorunt in that grass outside the Snowy City, whose name I have forgotten at the moment. It is the grassy area right before the lake. If you cannot find any there, then you could migrate a Snorunt from Pokemon Emerald, Pokemon Fire Red, Pokemon Leaf Green, Pokemon Ruby, or Pokemon Sapphire. That is all that I can tell you.

You can find a snorunt at route 217 outside snowpoint city , once you are there use the poke radar

They can be fount around Snowpoint City.Use the pokeradar until you can find one.

Snorunt is found on Route 217 by using a Poke Radar in the grass. I think he can also be found on Route 216, but I'm not too sure.
