Gyarados can be caught anywhere using a Super Rod, but you can only obtain the Super Rod after you've obtained the National Pokedex and beaten the Elite Four.
If you're simply looking for a Gyarados, a pair of Ace trainers on Route 210 or Route 214 have a Gyarados.

Number 24 is the dragon, and flying Pokemon Gyarados. You can catch a gyarados by obtaining the Super rod, which oyu can get after beating the Elite four, and after getting the National Pokedex. Once you have the Super-rod, you can go to pretty much, any body of water that has Pokemon in it, and use the Super rod to find a Gyarados around level 35 to 40. You can also find a Gyarados by battling a trainer that has one in their party when you battle them, look around victory road, that is when the Dragon Tamer Trainers start to pop up everywhere. Or, you can catch a Magikarp, and evolve it, that is what I did. Caught a magikarp on level 2, and raised it all the way to level 97, it's one of my strongest pokemon.
