MASTA QUEST
I used my only master ball on Dialga, and accidentally KO'ed the lake pokes (including the Spring legendary) will I be able to rebattle them?
What happened to team galactic, I found a commander in the Veilstone hq but she didnt want a battle, what happened to Cyrus and the other commanders?
How do I get into that ribbon place in the Resort Area?

Well, I hate to tell you this, but unfortunately, no you will not be able to re-battle the three legendaries that you killed by accident. Sorry, but you will have to trade them, or make a new file. But, those Pokemon where not that good anyway.
Come on dude, what happens to any boss of a bad organization in Pokemon Games, you always find them in some secret place, and they talk to you, and then they say that you will meet again when you know you won't, and then they pull a disappearing act. You need to have Seven ribbons on one Pokemon, but lemme tell you. It is not worth it, there is nothing there a tall besides a place to buy ribbons, and get a shampoo for your pokemon. The ribbons cost 9,999 dollars, 100,000 dollars, and 1, 000, 000 dollars, which I have all of them.

OOPS! If you really want them, restart your game over... You have lost your chance, because once you KO a legendary Pokemon, you can't rebattle it. The best way to battle a legendary, is to save just before you battle it. If you accidentally KO it, then you may re-start from just before the battle by switching off without saving.
And the best way to catch a roaming Pokemon, is to use a masterball.
Don't feel bad... When I first played sapphire, I didn't even realise you could catch legendaries, so I used my masterball on an absol!!! Duh!
To get into the ribbon club, you have to have any one of your Pokemon have at least ten ribbons on it. These can be hall of fame ribbons, ribbons from the girl in sunyshore who tells you stories, footprint ribbons for having a good footprint, or contest ribbons... Any ribons, really, just make sure there are ten! (it might be twelve, but I'm almost certain it's ten!)

1. It seems that you made one of the worst mistakes anyone can make; not saving before battling the legendary pokemon. You can always cheat, but I don't reccomend that. But the only way to get those Pokemon is starting a new game and doing everything all over again, or trading from a person who is willing to get rid of them.
2. Cyrus is gone. He left and disappeared and is never to be seen again...for now...
3. You need to have ten ribbons on one Pokemon in order to enter there. Contrary to what cheating-is-good said, it's well worth it. Getting a spa treatment on your Pokemon will greatly increase their friendship with you. Plus, you can buy three valuable ribbons that are very expensive. Unfortunately, that's it, but it's not hard to get in at all.
