I think that it is somewhere south of Solaceon town, I could be wrong though, so look around for other answers before you take my advice. To actually get Spiritomb to appear, you must go underground 32 times, with a friend, doesn't matter if it is the same person or not, you just have to do it, hope this helps.

It is south of Solaceon, south of the lost tower, a jogger is jogging near it.

The broken tower is located at the corner of Route 209; it's located on a beach, obviously near water.
But to catch Spiritomb, you have to go through a very complicated and annoying process that you probably don't want to go through...
