Palkia... There are plenty others... I could list them here, but I'd rather not, it's quite a few... Do you just want to know which ones are in Pearl and not diamond?
The ones you can't get in Diamond that you can get in pearl are:
Slowpoke, slowbro, slowking, pinsir, misdreavus, mismagius, houndour, houndoom, stantler, spheal, sealeo, walrein, Bagon, shelgon, salamence, sheildon, bastiodon, glameow, purugly, palkia.
There are other Pokemon you cannot get in either diamond and pearl... But it's heaps of them...

There are too many Pokemon to list that you cannot get, does it matter though, most of the ones that you can't get are stupid, with only a few good ones thrown in. If you really want a list, then go look at a few Strategy Guides, I remember seeing a few that have the list of missing Pokemon for both games listed, so you will find what you are looking for.
