I don't think that you find a burmy in the city, it is probably out in the grass. I don't know exactly where to find it, as it's been a while since I've played Diamond, but you can go look at a guide in the Walkthroughs section and find some help there for your burmy problem. Hope this helps.

No, you get them from the honey trees.
If you want the wormadam with the trash coat, you just have to make sure you are in a town when it evolves.

Well, you find Burmy on Sweet Honey Trees after you've slathered honey on it. These are obviously found in the forest and grass, so you won't catch one in the city.
However, if you want the steel-type Wormadam, you have to evolve Burmy into Burmadam while you're in a city. Such as fishing in Canalave City.

Ok all you need to do is slap honey on a honey tree wait a few hours, days whatever and you should see the tree moving it could be a burmy but it could also be a munchlax,combee or even a snorlax.
If you get any of them just do the process again until you get it!

First, if you're looking for a Wormadam in it's trash coat, you have to put honey on those yellow trees and try to find a Burmy. It won't be in it's trash coat, but if you evolve it in a city, you get a Wormadam in the trash coat. Also, you can't find Burmy in the city.
