Some pokemarts hold them. Other than that, they're given to you somewhere in Oreburgh City, and Solaceon Town.

Some Poke Marts will sell Dusk Balls. I buy mine in the mini-shop in Celestic Town, but I'm certain that there are other towns with Marts that sell some. Another one I know of is in Oreburgh City, and I think Solaceon Town...
