First, you need to catch them in Ruby, Sapphire, or Emerald.

Then, in Diamond (or Pearl), beat the Elite Four and obtain the National Dex (which is done by seeing all 150 Pokemon in the Sinnoh Dex) from Oak in Rowan's lab. He departs, and you chat with Rowan for a bit, then he gives you the Poke Radar. Now, exit the lab, and go south onto Route 220. Follow that path of water until you hit land, then just follow that path to the far east and you should see a building. Go inside and save your game.

Now, insert your Ruby, Sapphire, or Emerald GBA game in the GBA slot in the DS. Start Diamond, and on the menu screen (Continue, New Game, etc.) there should be a new option named "Migrate From [game name here]". Select that. Select the three Regi's plus three other pokemon. When you're done, click OK, and then continue your game. Go up the man and talk to him. Once you're in Pal Park, search for the Pokemon you migrated and catch them. The Park Balls you're given have a 100% catch rate, so don't worry about wasting them.

And that's how you do it! Good luck.

You need to catch them in either Ruby, Sapphire or Emerald. Then when you have seen every single Pokemon in sinnoh, (seen, not necessarily caught) you can head down to the pal park (which is situated south of your home, by surfing there instead if going west to Canalave, head south and then east.)

Once you have gotten to the pal park, go in, but before you talk to the guy at the counter, save your game, switch off, leave your ds game in, and plug your gameboy advance game in the available slot in your ds. Then switch the game on again and in the Pokemon game menu before you start, there will be an option to migrate pokemon. Select this, and it will allow you to migrate six Pokemon form that game cart every 24 hours. Choose your six. Then when you start the actual game, talk to the guy at the pal park counter, and you will get six pokeballs (like master balls, these always work.) then go in and hunt for your pokemon.

There are conditions though... Pokemon you wish to migrate have to be in your PC, not in your party. They can be holding something, but they cannot know a HM. You must make the Pokemon you wish to migrate un-learn their HM's at a move deleter's house before migration. And as I have found, if that Pokemon is the only one you have that knows that HM move, even the move deleter won't be able to make it un-learn the move. If this is the case when you go to migrate, you will have to teach that HM to another poekmon, one you don't want to migrate. Then make the Pokemon you do wish to migrate un-learn the move.
