You need to look at the television in the old Chateau in eterna foresr at night... You may encounter rotom at lv 15 there... But if you don't, just keep going back... I think it's a random encounter kind of thing... But there's only one in the game, so don't knock it out.

Yes, Because you need the national dex to gain Rotom in the old chateu, that is unless you have friends with a lot of Pokemon for you to get your hands on for your pokedex.

Yes you do have to beat the elite for to get to rotom once you beat him you have to go to the place to get him and then you find him in a tv

Not necessarily. You only need to obtain the National Dex for him to appear. However, battling the Elite Four and all trainers in the game will desperately help you in completing the Sinnoh Dex. Otherwise, you have to get through an almost-impossible situation to get both Spiritomb and/or Milotic.
So I suppose you should beat the Elite Four before obtaining the National Dex.

YOu have to beat the Elite Four in order to get Rotom. YOu also have to get the national dex. Go to the old Chateu after you've accomplished the above. Click on the t.v. After 8:00 and he will show up. Make sure you're careful though because he's only at level 15.

You Do have to beat the elite 4 and also get the national pokedex to get rotom.After You did all that goto to the eterna forest.You will see The Eterna Gym leader so talk top her.Go North (get cut HM to pass) into The Old Geateau (i dunno if I spelled it right.Go up the stairs and into the door in the middle.Try to go into every room and press a on the television.It Will ask you to thump the television and say yes.Rotom will apear. Thank you and good bye.
