Your supose to be able to get one from bebe in Hearthrome and you can also get eevee at trophy garden

Go to hearthome city. Next to the Pokemon center there is a house. Inside there is a girl. She will give you an eevee. But you need a spot for it in your party or she will not give it to you intill you do.

After you've obtained the National Pokedex (by seeing all 150 Pokemon in the Sinnoh Pokedex) from Oak in Rowan's lab in Sandgem Town, you can get a free Eevee from Bebe in the house next to the Pokemon Center in Hearthome City. You can also find some Eevee in the Trophy Garden (along Route 212) by using a Poke Radar in the grass.

You can find eevee at the trophy garden using pokeradar and going to a house beside the Pokemon centre and talk to the woman inside but only after finishing the pokedex
