You can find Light Balls on wild Pikachu found in the Trophy Garden after you've obtained the National Poke Dex. However, to catch a Pikachu holding a Light Ball is VERY rare; 5% (out of 100% of the wild Pikachu) will be holding a Light Ball.
So for you: I bid you good luck on finding a Pikachu with a Light Ball.

I think from Pikachus or Pichus, not sure. I do know that it's hard to gt though, so have fun...

Pikachus are 10 percent of the time holding one use theif on every pikachu you see and eventually you will get one
