Can you get into pal park without beating the elite 4? Can you just enter it with the national dex? Please answer?

You may be able get there, but you would not be able to find Pokemon definately.

Sure you can, you can go there. But there'd be no point because you must have the national pokedex, and have beat the elite four, sucks don't it?

If you was to go there without getting the National Dex first then there would be no point in going there since you wouldn't be able to catch or migrate any Pokemon.

Yes, you can have access to Pal Park before you beat the Elite Four, but you need to obtain the National Dex, at least. But, doing so before battling the Elite Four this forces you to trade to get Milotic, and to undergo a very difficult process to catch Spiritomb. Every other Pokemon should be found simply by battling every other trainer, and training a select few pokemon...
But I don't think you'll be able to migrate pokemon; I think you can only go inside, but not play the game.

Well you can get into pal park without beating the league but it would be very difficult. I did it the lazy way though and used an action replay.

No you have to beat the elite 4 and have all of the pokedex's complete to get to pal park

Yes, but the Elite 4 have a lot of rare Pokemon that you'd have to get yourself.
