They are talking about having two Pokemon to mate, and have an egg. You do this by putting two Pokemon of the same species(one male, one female) in the daycare in Solaceon town, and soon they might have an egg.

Breeding Pokemon is putting two compatible Pokemon in the Day Care Center in Solaceon Town; one male, one female. A way to tell if two Pokemon are compatible is through common sense. Obviously, Feebas won't breed with Oddish, but Feebas can breed with Gyarados. If the two Pokemon are compatible, they should breed an egg after being left in the Day Care for a while. The Pokemon inside the egg will be the same Pokemon as the mother.

If you want to go in even more depth in breeding, you should learn about Egg Moves. These are special moves that a Pokemon can learn, only through breeding. These special moves are learned from the father; just make sure the father in the Day Care knows these moves, and the Pokemon they breed should know that move.
