You have to put honey on a yellow tree, then check if it's haking in a few hours. If it is, approach it, and it might be a combee.

To catch a combee, you have to get honey. Once you get honey, go to a honey tree. (the ones that are yellow, or orange) then you put the honey on the tree, and go back to it in 12-24 hours. The tree should be moving, go up to it, press A, and a battle will start. If your lucky it will be a combee, if not, it will be a different pokemon.

Combee are very rarely found on Sweet Honey Trees after you've put a lot of Honey those kinds of trees. Note that in order to evolve Combee into Vespiquen, Combee needs to be female, and there's a low percentage of Combee that are female. So good luck to you.
