To get the Migrate option on the main screen, you have to -
A. Beat the Elite 4
B. See every Pokemon in the Sinnoh Dex.

Once you accomplish those two things, you can migrate Pokemon.
To pick up migrated Pokemon, you have to go to the Pal Park.

Hope this helps

Migrate won't work unless you have completed the pokedex. You have to see all 150 Pokemon in the Shinnoh (sp?) pokedex. After wards go talk to Pro. Rowan and Pro. Oak comes in the lab and hands you the National Dex. When you are through talking to him and Rowan, Go down Route 219 ,south of Sandgem town. Surf down the route eastwards until you reach the Pal Park on Route 221. Head inside and Pro. Oak will be waiting for you talk to him save and then you should be able to Migrate Pokemon over.

Probably because you're Ruby/Sapphire comes from a different country.

adamthegamemaster answered:

Well if your diamond/pearl isn't thailand then it will most likely not work because if it is a US version then you need to get a US version of ruby and sapphire. And something that might help is if you unlock the migrate part if you haven't already.

kevindmaster answered:

To make it work you need to have to have the national pokedex and you have to visit pal park.
I also think you need a complete pokedex.
U also have to play a full day and not change time or the ds.
