Berries that are blue in color should provide something to increase Beauty.

Dry Poffins are the best to use. Using Dry berries to make your Poffin gives you a better chance of the Poffin being dry. To make the chances even higher, connect with some friends, and each of you use Chesto Berries. That will give you a completely dry Poffin, and will quickly raise your Feebas's beauty stat.
To make his beauty stat rise even quicker depends on his nature. You want his nature to be something that makes him prefer dry Poffins. These natures are Mild, Modest, Quiet, and Rash.
This means that if your Feebas doesn't have eitehr of those natures, you should breed him with Ditto until you DO get a Feebas with one of those natures.
By the way, you can catch a Ditto by using the Poke Radar in the grass on Route 218. He's pretty rare, so be patient.
