Hi I nee help w/ two things. 1. Where do I find dialga. 2.where do I find the secret potion?

Well, judging the fact that you need to obtain the secretpotion, you're nowhere near close to battling Dialga. But anyway...
1. You find Dialga on the top of Mt. Coronet (known as Spear Pillar) after you've done the following: obtain the first 7 badges, have visited Lake Valor, Verity, and Acuity, and have freed Mesprit, Uxie, and Azelf in the Galactic Headquarters.
2. You need the first 4 badges. Once you have them, go to the northeastern corner of Pastoria City, and talk to the Galactic Grunt in front of the entrance to the Safari Zone. Follow him, beat your rival, and continue to follow him. Once you're in the Valor Lakefront, you'll battle him. Once you beat him, go up a bit more and talk to Cynthia. She'll give you the secret potion, which you give the Psyduck on Route 210, as she tells you.
