From what I hear (thanks v-gamer), you have to have DSL and Wi Fi and just go to the top floor of any Pokemon center or the GTS in Jubilife City.

Go to Wi-FI.com, or WIFI.com, and find Pokemon diamond. Then type in your address and look for a point nearest to you, that's an access point. You have to go there to be able to use WI-FI.

This "access point" is another wireless connector; either being Wi-Fi, which you need to buy in real life and connect it to the computer, or another Nintendo DS with Pokemon Diamond or Pearl in it.
With one of these things within 30 feet from YOUR Nintendo DS, you should be able to obtain an "access point".

Do you mean over Wi-fi? If so, then you must beat three gym leaders and in Jubilife, there is a trade station for GTS. It will only let you in with at least three badges.
If you mean trading with someone through wireless communication, then you can do that at any Pokemon center. Happy Trading! :D

Sadly, if you want to do wifi trading/battling, you can't do it anymore since nintendo removed wifi for all DS games.
