Hahaha, you can't find it without an action Replay! So your out of luck! Alot of people have this question so it doesn't matter.

You can't find one in-game... You obtain it either at a Nintendo Event, which are currently held in Japan and won't be held else where for a while, or by cheating, using an Action Replay.

The azure flute can only be obtained through a nintendo event when I have no clue but I used an action replay to get one

Thats ok this is probably a frequent question anyhow!
Answer: YOU CAN'T! Sorry, but there has to be an event you can go to, to get it. Or you could use AR(Action Replay)! Hope this was useful. Good luck!
