You obtain it from one of the old ladies on the top of Lost Tower along the northern area of Route 209.

Right before solaceon town there is a ghost tower just like in firered and leafgreen at the top you will find to old ladyies one will give you the cleanse tag and the other will give you HM4 strength

SOUTH of SOLACEON there's a TOWER, called LOST TOWER, go in, climb to the top then talk to the FEMALE ELDER, 1'll give you a CLEANSE TAG, the other'll give you a HM - STRENGTH.
