Reaper Cloth is Found After you get the National Dex, Right Above the Resort Area.

On the route aboce the Resort Area. You will need a Pokemon with Cut.

The Reaper Clothe is found on Route 229, behind a tree that you need to use HM01 Cut on.
And remember than you need to trade Dusclops while he's holding the Reaper Clothe in order to evolve him into Dusknoir.
