You get the Azure Flute and use it up at the top of the mountain where you found Dialga on that musical tile.

The Hall of Beginning, you mean? You can only access the Hall of Beginning under very strict conditions. First, you need to obtain the National Dex. Then, you need to beat the Elite Four. And the hardest part; you need the Azure Flute. This is obtained ONLY by cheating or by obtaining it at a Nintendo Event, which are only held in Japan, at the moment. With the Azure Flute and meeting the above conditions, go to the top of Mt. Coronet (Spear Pillar) and go to the spot where you fought Dialga. Use the Azure Flute, and go up the stairs. You'll eventually be in the Hall of Beginning, where you will eventually find the level 80 Arcues at the end.
