for the egg to hatch.The egg
hatches by the numbers of steps
you ran.

It will hatch after you have taken the amount of steps needed to hatch it, like 20,000 or something. To half the amount of steps needed, have a Pokemon, with Flame Body or Magma Armor, in your party. The easiest place to hatch eggs, I think, is the straight path near Solaceon, just ride your bike up and down, there are two little sand hills on this path, one on each route north and south of Solaceon.

Well, there is no specific time. When any egg hatches depends on how many steps you take. So, judging from the fact that you're trying to hatch a Manaphy, I'm going to say that you have to walk around A LOT with that egg.
