Well the quickest way would probably to make sure you have a large stock (at least 20 of each) of the berries that make a Pokemon more friendly towards you and start feeding them to Riolu until it won't eat anymore.

Have it have extreme happiness in the daytime. To get it happier faster, go to Veilstone City and get a massage for your Riolu. Her house is at the bottom left corner of Veilstone. It's near the Gym.

In the morning, train it until it evolves. It only works in the morning and it helps to train it if the level is low. They usually evolve around level twenty ot thirty.

Go to cycling road and go from one end to the other and go 14000 steps and you're frendship will grow then it will evolve
PS:first you must train it to at least level 30
It will say "Oh!" then it will evolve

1. Well, a plus is having Riolu hold the Soothe Bell. You find one from one of the maids in the mansion on Route 212.
2. Using berries that increase friendship but lower stats is effective. Use status enhancers to exemplify the berry's effect, and yet increase the friendship even more.
3. And of course, always keep your Pokemon in your team (meaning do not put it in the PC); and if in battle, never let it lose.
The third hint should be in effect the whole time while you're trying to evolve Riolu into Lucario. Step 1 should be effective as soon as possible. And then step 2 is an easy way to get your Riolu to like you.
