Can you race as anyone else?
If I upload Lugia or entei would it be anything diff. From non legendary pokemon?

Nope, but you may make courses that look like the Pokemon in your GBA game party, up to 6 Pokemon, and the fun part is that you have to beat the regular GP and you'll unlock the special option, you have to click on create, with a GBA game in socket 2, GBA socket, then you may race on your own course, you cannot use old Gameboy color or Gameboy games to create courses.
