In Pokemon Conquest, No. The legendaries you can get are as follows:
Arceus, Perfect Link: Hero,
Acticuno, Perfect Link: Mitsuhide,
Dialga, Perfect Link: Tadakatsu,
Groudon, Perfect Link: Shingen,
Mewtwo, Perfect Link: Kenshin,
Rayquaza, Perfect Link: Nobunaga,
Registeel, Perfect Link: Leyasu,
Reshiram, Perfect Link: Hideyoshi,
Terrakion, Perfect Link: Keiji,
Zekrom, Perfect Link: Nobunaga.

Note: Reshiram can only be obtained through a downloadible event, so if you haven't downloaded it yet do it soon, it won't be there forever.

just so you know reshiram can be obtained by a password thats how i got it and there are no pokemon from black or white on this game (i can't remember the code for reshiram sorry).
