Why does magnemite evolve really late?
Oshawott evolves at lvl 17, while magnemite evolves at lvl 30 . Wtf?!

This is just how the creators of Pokemon made it. I would imagine they had Magnemite evolve at Level 30 and not sooner because it only evolved once in the first generation of Pokemon. I'm sure they decided to just keep it this way throughout the years.

They might have did since some Pokemon evolve late but then turn out to
