Rayquaza cannot be found in Pokemon Black 2. Besides an Action Replay Code, Rayquaza can be obtained by PokeTransfer or Trade.

Although people post how to CATCH rayquaza he can not be obtained without the use of trading(you can’t even do that in it anymore)
