You obtain Rock Smash in the Virbank Complex: after you find all three workers, the man will give the TM to you as a reward.

You go to the Virbank Complex in Virbank City. You talk to the old man near the entrance. Once you talked to him battle all three workers in the complex. Talk to him again after you defeated all three of them.He will give you the tm Rock Smash.
