Question for Pokemon Black 2
Is it impossible to get The License for the nature sanctuary? The reason I ask is because Meloetta is in the Unova Pokedex and right now it is impossible to get.

You can receive The License from Professor Juniper after you have seen all the Pokemon in the Unova Region. To see all of the Pokemon in the Unova Region, you'll probably have to wait for some Event-Only Pokemon to get it.

you don't actually need the event pokemon just ones that can be caught through gameplay for example reshiram but not meloetta

It is like fire red. You get an award for catching all Pokemon besides event only like Mew and jirachi
