You can't start with a shiny Pokemon, but I guess you can get if you put your starter in the daycare and keep hatching the eggs until you get a shiny one
You can start with a shiny starter. You need to save before choosing one and restart until you get a shiny. It may take days of work however, as the chance of finding a shiny are 1 in 8192.
You can trade for them, but be careful of hacks. They can damage your game even if they originate from another. You can migrate shiny generation 1-4 starters too.
Breeding is your final option. Using the Masuda Method you can increase your odds of hatching a shiny Pokemon to 1/1639 (Generation IV) or 1/1366 (Generation V). The Masuda Method involves breeding two compatible Pokemon (same egg group and opposite genders, or almost anything and Ditto) from different real-world countries. For example, you can breed a Snivy from Japan with a Servine from France, or an Oshawott from the USA with a Samurott from Canada.
