The other day there was a huge swirly rainstorm in t
My game and then I found a shiny tranquill. Was the tranquill pure luck or I can find more shinies in these storms?

Pure luck. There is no way in Black version to increase the chance of finding a wild shiny Pokemon.
The Masuda method can be used to get a better chance of getting a shiny Pokemon from the Daycare.
The Shiny Charm in B2W2, and the Pokeradar from DPPt are the only things that can increase the chances of finding wild shiny Pokemon.
